POST /v1/watches

Watch a UDI-DI or SRN. The first read is a baseline and does not create an event. A repeat subject returns the existing watch.

Auth. The account must still be inside its period. Body {"subject"}. A subject that matches CC-XX-digits is an SRN. Anything else is a UDI-DI.

Returns {"watch": {…}}, the same object as GET /v1/watches. Adding a watch reads the register immediately and stores that snapshot. That first read does not create an event. Watching the same subject again returns the existing watch and does not reset the baseline. The watch cap is 409. An expired account is 402.
