POST /v1/keys

Create an API key. The full key is returned once. Label is optional. Active keys are capped at 10.

Owner or API key. Body {"label"}. Label is optional and trimmed to 80 characters.

Store api_key. Later reads only show a prefix. A member is 403. The key cap is 409.
