POST /v1/users

Add a member to the account. Body is name, email and password. The new user is not emailed. Cap is 10 users.

Owner or API key. Body {"name","email","password"}. The new user is a member. We do not email the password. You hand it over.

The response is the account object, including the user list. A member who calls this is 403. The user cap is 409. An expired account is 402.
